The Development Resources and Disaster Assistance Division (DRDAD) is responsible for coordinating USDA participation in technical assistance, training, and development programs undertaken on behalf of developing nations. Specific emphasis is oriented toward, but not limited to, administering and implementing Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs) and Resource Support Service Agreements (RSSAs), as well as agreements with other organizations and non-USAID countries.

This position is located in the Bureau for Food Security (BFS), Country Strategy and Implementation (CSI) Office, where the incumbent will serve as a Program Analyst(Food Security Adv). The CSI Office plays a critical role in shaping programs led by USAID Missions, supporting partner country processes, and leading communities of practice to help achieve the challenging Feed the Future goal of substantially and sustainably reducing global hunger and resultant poverty. The Food Security Advisor will work with local and international organizations, field missions, and coordinate with technical officers from the appropriate regional bureau, the Bureau for Economic Growth, Agriculture and Trade (EGAT), the Bureau for Global Health (GH), the Bureau for Policy, Planning, and Learning (PPL), and the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) to develop programs, policies and strategies to support the development and implementation of the Feed the Future Initiative in a set of specific countries. This Initiative focuses on achieving the Millennium Development Goal of halving poverty and improving nutrition in developing countries – it is one of this Administration’s highest priorities. S/he will undertake analysis of program-related data, reports and reviews to ensure that team members are appropriate, aware and engaged in critical aspects of management and implementation. Other important activities include generating reports based on a range of program information, close cooperation with team members on a range of portfolio-related activities and events, and monitoring key requirements associated with program quality, impact, and planning.

Basic Qualification Requirements: Must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.

Required Skills:

  1. Demonstrated expert knowledge of USAID design and programming processes and have general familiarity with the Feed the Future Initiative and its related Results Framework. 2. Extensive professional experience in areas of global food security with demonstrated knowledge of global food and nutrition trends and the ability to analyze implications for regions and countries, through publications, work experience, or other means. 3. Skills to plan, organize, and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures. 4. Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation. 5. Demonstrated interpersonal skills and ability to effectively manage development programs and work with USAID Missions. Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials of international organizations, and other foreign and domestic government officials and development partners. Skill in coordinating, negotiating and motivating individuals to take action. 6. Highly developed written and oral communication skills and the ability to work collaboratively with other offices within USAID, other USG agencies, other donors, non-governmental organizations, and the private sector.
