The Development Resources and Disaster Assistance Division (DRDAD) is responsible for coordinating USDA participation in technical assistance, training, and development programs undertaken on behalf of developing nations. Specific emphasis is oriented toward, but not limited to, administering and implementing Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs) and Resource Support Service Agreements (RSSAs), as well as agreements with other organizations and non-USAID countries.

This position is located in the Bureau for Food Security (BFS), Country Strategy and Implementation (CSI) Office, where the incumbent will serve as a Program Analyst (Food Security Adv). The CSI Office plays a critical role in shaping programs led by USAID Missions, supporting partner country processes, and leading communities of practice to help achieve the challenging Feed the Future goal of substantially and sustainably reducing global hunger and resultant poverty. The Food Security Advisor will work with local and international organizations, field missions, and coordinate with technical officers from the appropriate regional bureau, the Bureau for Economic Growth, Agriculture and Trade (EGAT), the Bureau for Global Health (GH), the Bureau for Policy, Planning, and Learning (PPL), and the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) to develop programs, policies and strategies to support the development and implementation of the Feed the Future Initiative in a set of specific countries. This Initiative focuses on achieving the Millennium Development Goal of halving poverty and improving nutrition in developing countries – it is one of this Administration’s highest priorities. S/he will undertake analysis of program-related data, reports and reviews to ensure that team members are appropriate, aware and engaged in critical aspects of management and implementation. Other important activities include generating reports based on a range of program information, close cooperation with team members on a range of portfolio-related activities and events, and monitoring key requirements associated with program quality, impact, and planning.

Basic Qualification Requirements: Degree in dietetics, food, nutrition, food service management, institution management, or related science. Must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.

Required Skills: 1. Extensive experience in nutrition, public health or similar discipline that enables the incumbent to serve as a technical authority and provide expert advice in regards to the linkages between agriculture and economic growth policies, strategies and programs and food consumption and nutrition. 2. Knowledge of current educational concepts and training techniques for improving consumption, dietary diversity and nutrition as part of agricultural and health programs to diverse populations and communities in resource poor environments, particularly in Africa. 3. Experience demonstrating progressive responsibility in design of policies, strategies and projects that promote optimal food consumption and good nutrition among vulnerable population groups, in developing countries. 4. Knowledge of basic administrative laws, policies, regulations, and precedents applicable to the US Government’s budgeting and procurement policies and procedures 5. Skills to plan, organize, and direct team work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial USAID resources or require extensive changes in established procedures 6. Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation 7. Excellent communication skills including oral, written, and presentation skills. Ability to read and speak French, Portuguese and/or other languages spoken in USAID-assisted African countries is highly desirable.
